how do i get a business license & find out if i need any other licenses to sell pipes & smoking accesories?

i want to open a shop and a website and sell (amongst many other things) "smoking accessories", such as pipes, bongs, etc. I have heard in the news the past few years of such places getting busted and having thier merchandise confiscated so i want to know the laws for selling these items. There are sooo many places on the internet as well as in person who sell this stuff so it cant be completely illegal. Does anyone have any answers or resources to help me out? i dont even know where to begin so any help would be GREATLY appriciated!
